    Actually it was 3/5, not 2/3, and it's in the U.S. Constitution actually (Article 1). It said slaves were to be counted as 3/5 of a person. The southern states wanted them counted as 1 person for the census so they would get more seats in Congress, but the northern states said you can't count them because you are holding them as slaves and not allowing them to vote. So, they compromised and agreed to 3/5.

    I guess you dont have an opinion on the SIRI related question huh?
    In the delaration of independence their is a census clause that says the gov't must take to set up cong seats and it says black men will be counted as 2/3 of a man for this purpose.it is what held back voting rights after they were freed after civil war until 1960's..

    To deny its importance is a little flippant i believe. There continue to be problems of cost and safety. I would love for it to be not true. You must also remember that Nuclear requires a lot of water and yes there are many stories about future water supply problems.

    Flippant....c'mon Lloyd....It's one article with a limited scope. That doesn't make it worthless....no one said that. It has value like most news articles, but, it is hardly a comprehensive examination of nuke power.

    yes thank you underway,was thinking off thec top of my head,thought it might be constitution but put declareation instead..

    no tone intended,just straight typing..you are locked into daily or weekly news,as for me i look out years in advance is all i was saying...another words it is not as important to me as to some here..

    Ok so I knew what you were talking about ... just a pet peeve
    I am assuming this is what you are talking about

    "by adding to the whole number of free persons, including those bound to service for a term of years, and excluding Indians not taxed, three-fifths of all other persons."

    If you are not aware there were free blacks(counted normally). black Slave owners and
    Slaves and endentured servants that were white, asian,indian, etc.
    That provision applied to them. So in the case of black slave owners they actually had more representation than a free non-slave owner.

    What also is something to think of is the wisdom to write the constitution in a way that in the future that the idea of slavery could be addressed. Many of the founders were against Slavery in case you didnt know.

    Yeah, and it also says Indians not counted unless taxed! Crazy stuff back in those days. But, we've come a long way. Gotta give the old boys credit for the good they created and give 'em understanding for the injustices which were part of the culture at the time.
    But sure was some nutty stuff back then, that's for sure!

    I agree,my point was don't take anything written 235 years ago as gospel is all i'm saying..My personal feeling is they were some of the greatest men on earth now or ever for the chance they took to create this fine country we all live in...
