Means nothing. They are already voting and this very likely will be (mostly) settled by then.

If the vote doesn't need to be done in public, or need to have all commissioners present to cast a vote, instead of just publically supporting the proposal, why don't McDowell and Tate go on record with an actual vote?

Because it has been circulated they can vote whenever they want, no need for open meeting.
The vote will happen on July 29th...period.
