When Georgia voters return an absentee ballot, they have to sign an oath on an outer envelope. Election workers have to ensure the signature matches the one on the absentee ballot application and the one in the voter registration system. In a November 2020 phone call with Georgia Secretary of State Brad Raffensperger, Lindsey Graham suggested that legally cast ballots with non-matching signatures should be thrown out.
