I purchased an lifetime activated SL100. Do I just plug it in and it operates? Is this legal? Do I have to fear calling Sirius?

If you turn it on and it works you're good to go.

If it works it works...If it doesn't work, try channel 184, which will always work as long as your radio is functional...
