		<description>A &#039;superchannel&#039; would be the satrad equivalent of WTBS and WGN for cable and DBS; a terrestrial station broadcast throughout the nation on Sirius XM.  In theory, superchannels would be a very sound addition to Sirius XM.  But Radio One, &lt;b&gt;in practice&lt;/b&gt;, would be a poor fit as a subcontractor of minority programming.

Their &#039;proposal&#039; is a naked attempt at getting a concession for free they couldn&#039;t otherwise maintain.  Radio One once was one of XM Radio&#039;s &#039;programmers&#039;, providing them several channels of music and news content.  As their core business faltered, Radio One could not keep up its payments to XM and reduced (or had reduced by XM) its channels to one talk/news station, The Power.

As much as I detest Sirius XM or any system operator creating a programming ghetto, I understand the practical aspect of reserving channels for firms owned 51+% by minority groups.  A better solution would allow for multiple subcontractors, each representing a geographic territory, who would then provide a detailed plan for operating one or more channels &lt;i&gt;themselves as sys ops&lt;/i&gt;, a la Alpha Star.  I&#039;d probably include a ceiling on the amount of in-house programming a subcontractor could control, thereby maximizing programming diversity.</description>

Goals of programming, and the ability to afford the operation 24/7, backed up with broadcast experience all seem valid enough.  Let them know you thoughts if you already haven&#039;t.</description>
