    Five United States Presidential candidates lost the popular vote but became President anyway, because of the 18th-century relic known as the Electoral College which allows a vote in North Dakota or Montana to carry much more weight than a vote in Texas, New York or California. And in most states, a candidate who wins 51% of the vote gets 100% of the Electors. The Electors should be assigned proportionately but they aren't. The Electoral College can -- and, in five elections, did -- ignore the will of the people and award the Presidency to a losing candidate. To succeed, a Constitutional amendment to abolish the Electoral College would need approval by two-thirds of the House and Senate and ratification by 38 states. NBC says the chance of that happening is "virtually impossible" but some Democrats are hopeful.

    The results of a midterm election in North Carolina were thrown out because a Republican candidate had resorted to ballot tampering and destruction of ballots. Now we have federal criminal charges filed against the chairman of the Republican party in North Carolina. And where will the 2020 Republican convention be held? North Carolina. It figures.

    The Sierra Club, El Paso County and the state of California are among seven plaintiffs that have filed lawsuits challenging Trump's emergency declaration, a declaration Trump made in the hope of being able to take money from various government projects and put it toward building his vanity project: the unnecessary, expensive, ineffective Trump Wall monument to himself.     The Democrat-controlled House of Representatives will join a growing list of organizations mounting legal challenges to President Donald Trump's national emergency declaration on the border, Speaker Nancy Pelosi said today. The lawsuit was approved with a 3-2 vote along party lines by the House Bipartisan Legal Advisory Group, which is comprised of the top three House Democrats and the top two House Republican.

    "The President's sham emergency declaration and unlawful transfers of funds have undermined our democracy, contravening the vote of the bipartisan Congress, the will of the American people and the letter of the Constitution," Pelosi said in a statement. "Congress must reassert its exclusive responsibilities reserved by the text of the Constitution and protect our system of checks and balances." The lawsuit, which has not been filed yet, will argue that Trump's decision to transfer funds from appropriated accounts to a southern border wall violates the Appropriations Clause of the Constitution. The clause -- found in Article I, Section 8 -- gives Congress power over the designation of federal spending.

    Fourteen states and the District of Columbia have joined the National Popular Vote Interstate Compact. When enough states join so the Compact includes at least 270 electoral votes, each of those states will assign all its electors to the Presidential candidate who wins the popular vote. But it would be more fair and more sensible to assign electors proportionately. For example, a candidate who gets 60% of the votes gets 60% of the electors. Why should a candidate with 60% of the vote get 100% of the electors?

    Steve Cohen, Julián Castro, Pete Buttigieg, Elizabeth Warren, Alexandria Ocasio-Cortez and many other prominent Democrats say the Electoral College "undermines democracy" and should be abolished. According to an Insider poll released March 28, 54% of Americans say Presidential elections should be decided by popular vote. Only 34% favor the Electoral College -- and 16% had no opinion. In 2012, somebody called the Electoral College a "sham," a "total travesty" and a "disaster for democracy." Care to guess who said that? It was Donald Trump. I imagine he has since changed his mind.

    Trump hates Mexicans. Trump hates California. The Trump administration decided to add a citizenship question to next year's Census. The decennial Census is supposed to be a count of "citizens, non-citizen legal residents, non-citizen long-term visitors and undocumented immigrants" -- but Trump is counting on large numbers of undocumented immigrants refusing to fill out the form. The population of California and other states would be greatly undercounted and California would lose some of its federal funding and possibly lose some of its representation in Congress. Three federal judges have ruled against the citizenship question. The issue could ultimately be decided by the Supreme Court.
