    Here are excerpts of a Los Angeles Times editorial taking issue -- no pun intended -- with Trump's "highly questionable idea" of declaring a "national emergency" so he can appropriate money from other agencies and employ the military to build The Trump Wall. You remember -- the "big beautiful wall" Trump promised Mexico would pay for.

    When President Trump agreed to end the historically long government shutdown on January 26, he said the fiasco he triggered would be repeated in three weeks unless Congress came up with a deal on border security that he could accept. Since then, however, Trump has signaled that he doesn’t care what lawmakers do — he may not force another shutdown but he is determined to build his border wall, with or without Congress appropriating the money.

    Trump has been floating the idea of ignoring whatever deal lawmakers strike, declaring a national emergency at the southern border and using emergency powers to fund the wall. But defying Congress' dictates on how federal dollars should be spent would be legally iffy, set a horrible precedent — and carry more than a whiff of authoritarianism.

    Some observers point to the 1982 Military Construction Codification Act, which states that when a national emergency "requires use of the armed forces," the Defense Department "may undertake military construction projects not otherwise authorized by law that are necessary to support such use of the armed forces." That strains credulity. The military doesn't need a wall to perform its work on the border, which isn't being overrun by enemy soldiers or even by migrant civilians, who are crossing in numbers far lower than in 2000. Instead, the system is being overwhelmed by the number of families seeking asylum.

    The bigger problem is that Trump could set a precedent for future presidents to usurp Congress' constitutional power over the federal purse by treating political disputes as national emergencies. Presidents cannot dictate how lawmakers spend tax dollars; they have to persuade Congress. And clearly, Trump is not doing so.

    Lawmakers should not be cowed by the President's posturing into wasting billions of dollars on an ineffective border wall. And if Trump carries out his threat to spend the money anyway, the courts should remind him that the President's emergency powers have limits.

    Ten years ago, University of Arizona scientists demonstrated how fiber-optic cables can detect and identify anyone, or anything, passing by. Trump, of course, will never consider using fiber-optic technology for border security. He wants The Trump Wall monument to himself and nothing else will do.

    One Texas lawmaker, Rep. Will Hurd, has been arguing for years that stretching a fiber optic cable "from sea to shining sea" would do far more to secure the border than physical barriers. Even though the technology has been around for years and is ready to be deployed, the US government has been slow to adopt it. The federal government remains fixated on building a border wall that critics have derided as a "medieval" solution to border security.

    The San Mateo restaurant co-owner who said he would refuse to serve anyone wearing a "Make America Great Again" cap -- January 31 story, previous page -- has apologized and ended the short-lived ban after getting a lot of threats.

    And, speaking of threats, a man who is obviously a blindly loyal Trump supporter threatened to kill a United States citizen and burn her restaurant down if she doesn't remove an anti-Trump poster. Trump's continuous, hateful, bigoted, xenophobic, anti-immigrant, white nationalist rhetoric is Making America Hate Again. What ever happened to the idea of "agreeing to disagree"?

    Brown neglected to mention that Trump called Mexicans "rapists" and "drug dealers," called Muslims "terrorists" and called white nationalists "fine people." He couldn't cite every example of Trump's racism, though, because Meet The Press is only a one-hour program.

    Senator Sherrod Brown (D-Ohio) said today that President Trump is a racist. "This country hasn't dealt well with issues of race. We have a President who's a racist," Brown, who is considering running for president in 2020, said during an interview on NBC's Meet The Press. Brown pointed to Trump's past claims that former President Obama wasn't born in the US and allegations that he discriminated against black people as a real estate owner. "We know the President frequently doesn't tell the truth. We know he lies frequently. And we know his racist comments and background."

    Trump for years promoted the debunked claim that Obama wasn't born in the US. Additionally, the Department of Justice in 1973 sued the Trump Management Corporation over violations of the Fair Housing Act, alleging that he discriminated against black people.

    Republican Senator Lindsey Graham says he will support the President if Trump declares a "national emergency" in the hope of being able to spend US taxpayers' money on an unnecessary, ineffective wall. That is not surprising. Graham urges his fellow Republicans to do the same. That, too, is not surprising. To Repubican members of Congress, nothing in the universe is more important than the Republican party. Despite his urging, however, Graham may not see the unity he's hoping for.

    President Trump is nominating a Washington veteran with lobbying ties to US energy companies to lead the Interior Department. David Bernhardt, currently the department's acting head, would replace Ryan Zinke if the Senate approves his nomination. Zinke resigned in December amid ethics investigations. Trump tweeted today that Bernhardt "has done a fantastic job from the day he arrived." Bernhardt worked as a lobbyist and lawyer for several oil and gas companies and other interests that sometimes have regulatory matters before the department. Democrats and environmental groups say he's vulnerable to conflicts of interest.

    I often say Trump's goofy slogan would be more accurate if it was "Make America hate again." Trump stokes fear and hatred by continually attacking Mexicans, Muslims, immigrants, judges, asylum seekers, Democrats, the news media, the intelligence agencies.....and the list goes on.

    Today in an essay titled "MAGA hats, blackface share a certain unfortunate DNA," Los Angeles Times columnist Robin Abcarian writes, "Wearing a 'Make America Great Again' hat is not necessarily an overt expression of racism. But if you wear one, it's a pretty good indication that you share, admire or appreciate President Trump's racist views about Mexicans, Muslims and border walls. That hat stirs strong emotions. It is meant to."

    She continues, "MAGA hats simply don't mean anything outside their implicit political message: The past was better because the country was whiter. I look forward to the day they are consigned to the same historical fate as Confederate flags. Even then, they will surely still have their fans."
