Listening to Downloaded Programs with iPhone App

I like the idea of downloading programs to your phone for listening offline, but it seems that even when listening to a downloaded program, it is streaming as long as a data connection is available. I download the Stern shows on WiFi at home so that I can listen to them in my car without using up my data plan, but I noticed the other day that while listening to the "downloaded" content it was eating data.

Does anyone know why it still streams the content even though I've previously downloaded it?

Is it eating as much data as it would if you had not downloaded it?

You could always shut 3g for your ride to work.

I dont know the answer but, I do know that I can listen to downloaded content in offline mode on my iPad.
