cranked up volume on commercials

On some radio and TV stations, the volume of the commercials on my Internet Radio is at least double the volume of the normal broadcast. I have to run over to my radio to turn down the volume so as to not disturb the neighbors. Is this something SiriusXM can control? I assume someone (if not SiriusXM) is being paid extra by advertisers to boost the volume.

On what channel? I use the internet feed all day and have never noticed this.
