    Means nothing. They are already voting and this very likely will be (mostly) settled by then.

    If the vote doesn't need to be done in public, or need to have all commissioners present to cast a vote, instead of just publically supporting the proposal, why don't McDowell and Tate go on record with an actual vote?

    I believe they can't officially; start the voting till 3 votes are in, with Tate and the Dems not decided

    No license transfer application has ever been voted on in an FCC open meeting.
